It is possible to make traffic divert through the second VPN if the first one drops out, however this would require writing your own up/down scripts. See OpenVPN's webpage for more information about the --up and --down commands if you want to give this a try.

Multiple simultaneous VPN connections?

I am able to establish two simultaneous connections in Viscosity (one UPD and one TCP). My IP shows as the VPN to which I connected first. If I lose my VPN connection to that server, will traffic jump the the second VPN connection, or over to my normal ISP?

Depending on how your VPN connections are set up it's even possible that the second connection may be connecting through the first one, and hence will drop out if the first one is disconnected.
